Portrayal Of Homosexual Characters In Disney Film Studies Essay The Walt Disney Company first appeared in America (and soon after the rest of the world) in the 1920s. 90 years later and it is still going strong and is a corporation to be reckoned with. From their beginnings as a simple animation company, it now covers lots of different genres of film as well as branching out to television companies, theme parks, books, theatre adaptations, cruises and music labels. To date, Disney has produced 49 animated films, 10 live-action, 11 DisneyToon productions, two stop-motion and 10 Pixar films with the hugely anticipated release of Toy Story 3 in June 2010. But concentrating on their main produce, their range of animated films has been experience by everyone from the ages of 1 to 101. Disney is at the forefront of family entertainment as well as a form of escapism (a flying elephant, living toys, mermaids and monsters?!) and a hidden (if not obvious to adults) way to introduce morality to children as early as possible. However, who decides what morals to portray in these very Americanised films? The amalgamation of a moral filled story with realistic animation then paved the way for the following Disney films during, what was known as their Golden Age: Pinocchio (1940), Fantasia (1940), Dumbo (1941) and Bambi (1942). The morals contained within these films and all to follow, were seen by conservative Americans as important family values and trusted upon Disney to teach these values to everyone. For more than 50 years Walt Disney Company has represented all that is good and pure and wholesome in our nation. Families flocked to Walk Disney World and Disneyland because they knew that Walt Disney respected and nurtured the traditional American family and its strong moral values. And does the way in which they are portrayed actually reflect reality? They are American ideals of conservative family values which support the life storyline of romance, marriage (to someone of the opposite sex) and then children in a parallel world to that of the traditional Anglo-Saxon, Christian American upbringing. Reading further into these ideals are that of the issues of individuality, love and capitalism that are being depicted to all Disney viewers, namely children. These viewers cannot differentiate what is being shown to them as not necessarily the reality of the world (as the world consists of more than just the one religion of Christianity). New generations of children subjected to Disney films are growing up with ideologies from these stories as they have faith in them to contain some element of truth. Not all the storylines can be deemed as promoting negative beliefs though. Disney movies always contain an aspect of the follow your heart love which if regarded as the most important moral, then maybe some people will overlook the American family values shown in favour of love. However, this follow your heart belief can only really exist within some religions as others have strict rulings as to who you can marry and really fall in love with. Throughout film history (up until recently), there were very few storylines which contained a gay or lesbian character as a protagonist. The general film public saw those films, which did include a main gay character, as gay-themed (so not to their tastes) or alternative. In recent years, filmmakers have seen a niche in the market for gay films, although it was in 1896 with The Celluloid Closet that a gay subtext was used within in a film. It would then take some 70 years later before Queer Cinema would come about. Censorship on homosexuality in films came about in Britain in 1912 with the founding of the British Board of Film Censors and in 1934, the Production Code in America was enforced. Within this strict guideline for good taste was that homosexuality or bisexuality must never be represented or even inferred. Slowly though, gay and lesbian characters were brought into films such as Four Weddings and a Funeral (1994), Clueless (1995) and Billy Elliot (2000). But as previously sa id, only in supporting roles as the gay best friend. When they finally were given the main storylines, the characters were shown to imitate heterosexuality as much as possible to be accepted. This can be seen in Philadelphia (1993) where many believe this to a patronising look at gay life and the yearning to be accepted as normal in a heterosexual world. There are no outrageous scenes of affection between Hanks and his partner within in the film. Queer identity can be related to many different people not just gay and lesbian individuals. The Western world may seem like a land of equality but to those in the minorities, it is not. Studies have shown it is suggested by traditional teachers and career advisors that schoolgirls go into feminine jobs (Apter, 2000) while schoolboys are driven away from jobs seen as traditionally female (Woodward, 2000). Men and womens identities have changed however as equality for women in the workplace is fought more and more showing that females can be the provider that men traditionally were. This leaves the men unsure of their identity in the world but through popular culture and mass media, they can be shown as well as women where they belong in contemporary life. So as society has become accepting of women in the workplace by it being reinforced by popular culture and mass media (but perhaps not by Disney films) that when non-heterosexual characters are introduced, tolerance towards them sho uld improve? With Disney films, the morals and values are chosen so it can be said that capitalism will control how homosexuality is visualised and dealt with. Despite this limited perspective, society is becoming more accommodating of different sexualities although many non-heterosexuals are still facing prejudice and discrimination from older generations and others. America is slightly less open-minded than the UK as a survey by Gallup showed that although homosexuality is tolerated more as an acceptable lifestyle, 42 per cent of the people surveyed felt that homosexuality should be illegal. Contrasting against this is a poll from the same year showing that just 17% of people in England felt less positive towards non-heterosexuals (MORI, 2001). Heteronormativity can be defined as a set of lifestyle rules to which society follows and falls into a specific gender with an outlook of a traditional role in life. Heteronormativity occurs in nearly every film in various ways. It can promote the message of men being the dominating person in a relationship with women following after them being housewives. However it is usually seen to promote that heterosexuality is the normal sexual orientation and any kind of sexual relationships should only be between a man and a woman. Sometimes it is obvious and other times the viewer does not realise that the story they are watching is promoting heterosexuality and that this is the ideal (or assumed, expected, ordinary and privileged) sexuality. Viewers can recognise that films have hidden meaning and semes such as good vs. evil, rich vs. poor, children vs. adults etc. However it is the seme of heterosexuality vs. homosexuality, which is the problem with films pushing heteronormativity. Films that set up neat systems of good and evil dos and donts are part of the pervasive simple-mindedness that posits heterosexuality and queerdom as irreconcilable opposites which cannot co-exist respectfully. The amount of different heterosexual storylines shown will increase the amount of heteronormativity within the media in general as generations are exposed to it. With heteronormativity shown in most popular culture, it also redefines how homosexuality is perceived. It can be compared to public vs. private, with heterosexuality being public and homosexuality being private therefore something to be hidden. Even before a viewer experiences heteronormativity in a film, the masculine/feminine definitions of gender are promoted first. From this, sexuality, pleasure and identity can then come forth as the storylines and characters develop, which leads to heteronormativity. Obviously it is easy to see that Disney films promote heteronormativity although many people believe Disney films to be sexually free, it can still be a non-sexual part of our lives. Disney films show the traditional domesticity of the roles of men and women against a credible heterosexual backdrop by replacing sex with romance and reinforcing the patriarchal family structure. This can be seen in Bambi (1942) as Bambis character is promoted as the King of the Forest and will take over from his father. It also depicts his forsaking of his dependence on his mother as she is killed during the film. The very over-used storyline of the princess or girl being romanticised by the male character, which then leads to an eventual wedding, is predominant in many Disney films. A comparison of Disney films against other animated films from different companies made during 1990-2005, show that there is a much stronger hetero-romantic storyline in Disney films. Many Disney films have a reference to a hetero-romantic storyline, usually as the main plot but they also contain sexiness (Kazyak and Martin, 2009) as womens bodies are portrayed as curvaceous with semi-revealing costumes. With these hetero-romantic storylines, heterosexuality is glamorised as being special and different from other kinds of relationships. It is shown to have the power to change the world (either by breaking a spell (Beauty and the Beast), belonging to the ideal world (The Little Mermaid), stopping a war (Pocahontas) or changing an old-fashioned law (Aladdin)). These storylines are usually only shown through kissing and no other sexually embodiment. This can reinforce the heteronormativity, as Conservatives believe that any two characters have to be heterosexual unless seen kissing someone of the same sex. For instance, there could be some homosexual affection between Aladdin and the Genie but viewers do not read into this friendship with this outlook. The friendships portrayed in Disney films do not re flect reality as it is unusual for a female character to have a same sex friendship with another character unless they of a maternal nature, whereas in reality, many young girls and women have a female best friend. For males they usually have a comical friend/sidekick which could be said to show reality slightly more. All of this can be shown that Disney endorses heterosexuality within the majority of their films and even tries to influence the thinking that being heterosexual is far more glamorous than being homosexual. With this educating outlook, Disney actually took another step by creating military and educational films during the 1940s. As the Second World War took its toll, Walt Disney knew his company was facing bankruptcy as the profits from Snow White were transferred into the productions for Pinocchio and Fantasia but these did not reach the same high profits. With a strike by animators also, productions were delayed for months. Disney knew he had to keep his company going and believed that his animation films could be used to help the war effort through education and propaganda. Military training films were churned out at an amazing rate and low budgets. The films used the, by now, well-known characters and newly designed mascots to keep the soldiers morales high. Soon they were being made to also keep the spirits high of Americans at home, while their loved ones went overseas to fight. With these films, the federal government and Disney were forming a strong relationship, as the studios were used by army personnel and kept afloat for the duration of the war. The federal government even made it possible for Disney to obtain the chemicals needed to make the films despite its requirement for the making of weapons. The films were hugely popular as they used the traditional animation and moral-driven narrative used for the previous Disney films and this suited the governments needs. Many cartoons started to take on a wartime theme to entertain but also to educate. Disneys public health and education films were, in part, attempts to provide models for domestic life (Cartwright and Goldfarb (1994), 175). Within these educational films, there was the notion that hard work combats illness whereas laziness breeds disease. So as well as supporting heteronormativity within their films, Disney had started to educate not just America but the world, in their ideals. Being practically sponsored by the federal government, the issue was then whose ideals were being portrayed Americ as or what the government wants its country to represent? Even within their films for children, Disney started to become an influential power over everyone who watched their films. Subliminal messaging started to occur in its short films as a humorous way for the animators to disrespect Disney as he refused to share creative credit. However, some of Disneys films from the 1990s started to have questionable sexual subliminal messaging. Some instances of these hidden messages are an erect penis on the cover of The Little Mermaid video as well as an erection in the film (which was actually the characters knee). Others saw the word sex depicted in The Lion King (it says SFX as a credit to the special effects team) whilst others heard someone whispering All good teenagers, take off your clothes in Aladdin. And finally it was thought you could see that Jessica Rabbit wasnt wearing any underwear in Who Framed Roger Rabbit? These supposed messages could be seen as queer readings (not in the non-heterosexual meaning but in the non-standard meaning) as people started to think of Disney as a lewd company with a gay agenda. However these messages are focussed on sex not sexual orientation and really do rely on the viewer knowing to listen or look for them. But when a child likes a film, many will watch it over and over again. And through this repeated viewing, children can begin to understand more and perhaps the innuendoes that were meant only for adults. This is particularly so as it is becoming almost impossible to avoid popular culture and advertising which can broaden a childs mind prematurely. A survey in 2006 of 1,300 UK families showed that seven in 10 children now have their own television in their bedrooms, with more than half of these also owning a DVD player. Similarly, a survey in America released in November 1999 showed that 88% of all US households have two or more televisions, 60 % have three or more and 53% of all children have a television in their bedrooms. With all this access to popular culture, children are growing up with the medias point of view on situations and relationships. With Disney such a presence in childrens lives also, once again whose morals are they growing up with? (EXPECTATIONS OF ENTERTAINMENT PARAGRAPH) Disney films can be a used a form of escapism, not just for children but also for adults. Despite whether its supporting heteronormativity or Americanism, their storylines often show that a good life is possible despite misfortune and difficulty. Even the homosexual culture has adopted this chance of escapism (QUEER READINGS PARAGRAPH) However as the 20th Century progressed, as did the heads of the company. With the passing away of Walt and then his brother Roy Disney, Michael Eisner took charge during the mid 1970s and started to change a few things about the company. Miramax films were brought under the Disney umbrella, which allowed an outlet for (more profitable) R and X-rated films (15 and 18 under the BBFC). This started to threaten the Disney ideals that had been so strongly portrayed in many of its films. Right wing Christian fundamentalists felt it was a betrayal of their trust in a company they had believed in for so long. What is GPS? The Global Positioning System (GPS) was developed by the Department of Defense and consists of a group of 24 satellites which are monitored by five ground stations. It essentially allows you to pinpoint your location anywhere on the surface of the Earth, even in cloudy weather, with the use of a GPS receiver. The GPS receiver is a navigational device that uses these satellites as reference points to calculate your position on the ground. It does this by triangulating your position between at least 3 satellites. The GPS receiver uses the time it takes the coded radio signal to get from the satellite to the receiver to calculate the distance it is from that satellite. So, by accurately measuring the distance from the ground to these satellites, it can triangulate your position. GPS consists of 3 basic parts: 1. Control The control part is the central part of GPS. This is where the satellites are monitored and adjustments (atmospheric corrections, timing corrections, etc.) are made. There are 5 stations located worldide and each satellite passes over a monitoring station twice a day. 2. Space The space part is the NAVigation Satellite Timing And Ranging (NAVSTAR) group of satellites that bradcast the GPS signals. There are 24 satellites orbiting at about 20,200km above the Earth. They each make one revolution approximately every 12 hours. 3. User Consists of a user and a GPS receiver. The possible applications of GPS are limitless. Satellite Ranging GPS is based on satellite ranging. This technique of measurement is based on timing how long it takes a radio signal to travel from the satellite to the GPS receiver a... ...or short, consists of both satellites and ground based stations that supply correction information for your GPS receiver. This correction information can provide an improvement in positional accuracy of up to five times greater. It corrects for GPS signal errors caused by atmospheric disturbances, timing, and other errors. WAAS was developed by the FAA in order to help increase the accuracy of precision flight approaches. The corrected information is broadcast through two geostationary satellites that are located at a fixed location over the equator. Person Centered Theory by Carl Rogers Essay

Person-centered theory is regarded as one of the most popular theories of counseling and therapy since its development in the 1940s. Its originator, Carl Rogers originally labeled it as nondirective. The theory was intended to offer a distinctive option to the behavioral and psychoanalytic theories that subjugated psychology during the period. At a later time, Rogers expanded the concepts of the process and renamed it client-centered to de-emphasize the nondirective nature and emphasize a full understanding of all the client’s dimensions. The person-centered concept evolved as issues relating to equality of participants in the relationship and a focus on the positive health of people became significant issues as opposed to unhealthier client status. Person-centered theory makes possible the expansion of helping situations. Originally developed as an individual process, it has since become a major group theory. This group focus has expanded into concepts popular in education. Rogers’ most recent work emphasized the same concepts as ways of dealing with international conflict resolution in an emphasis on promoting world peace. Person-centered theory places great emphasis on the individual’s ability to move in positive directions. Practitioners of the theory have a belief in the trustworthiness of individuals and in their innate ability to move toward self-actualization and health when the proper conditions are in place. Tied to these beliefs is the confidence that individuals also have the inner resources to move themselves in such positive directions. Finally, a core concept in the theory states that individuals perceive the world in a unique phenomenological way so that no two people’s perceptions of the world are the same. The perception of clients as competent, trustworthy, and forward-moving people who have their own unique view of the world places great confidence in the individual’s ability to control his/her own positive change. This confidence in the client directs the counselor to provide the conditions for that change. Specifically, there are three basic conditions needed to support an individual’s natural inclination for positive growth: a genuine relationship with a relatively congruent individual, acceptance and caring from the counselor, and an accurate understanding on the part of the counselor of the client’s phenomenological world. Clients who are provided with these growth conditions will realize their actualizing tendencies for growth. They will explore their difficulties and natural competencies in this productive environment, which will then lead to a clearer picture of themselves and their potential. As clients’ pictures of themselves become more accurate, they become better able to act in ways that are most in line with their true self (congruence). This in turn will lead to more self-confidence, self-understanding, and better choices. The role of the counselor in person-centered theory is primarily to promote the conditions for change rather than do things to bring about specific changes. Counselors and therapists are expected to maintain a genuine human relationship in which they provide unconditional positive regard to their clients. This demonstrates their faith in clients and support of the process. Much of the work of the person-centered counselor revolves around developing an accurate empathic understanding of a client, conveying that understanding to the person, and working with him/her to expand and clarify the understanding and its impact on the client’s choices and actions. Rogers’ work initiated much research on the helping relationship and client gain. The use of taping and transcriptions to evaluate the necessary conditions of counseling and psychotherapy received emphasis from research on this theory. A great deal of innovative research in the area of clinical growth was also produced in the development of this theory. However, much of this theory has been integrated into the overall body of the theory, and relatively little research is currently being done in the area. Calls are being made for potential expansion of the theory and research into its future development. Person-centered counseling and psychotherapy has given much to the field, and professionals continue to emphasize the need for growth of the theory rather than a stagnant use of the theory’s many positive contributions.

Similarly, tourism, viewed as fastest growing industry, would bring lots of significant economic and social values to the development of every country. Thus, this â€Å"modern disease† should be cautiously treated for sustainability and managed by every country so that maximum benefit can be derived and negative impacts can be minimized towards the â€Å"euphoria† local people, culture and environment from the tourism. The aim of WTO is the promotion and development of tourism in relationship with other aspects such as economic development, environment and peace as Brackenbury (2003) noted. WTO intends to spread the awareness and knowledge of the best practices in sustainable development in tourism. Therefore, various roles are taken by WTO to influence its members as following: 1. Representor-WTO supports tourism event to present the significance of the activities should be taken by tourism organsations and participated as exhibitor. For example, in February 2002 WTO supported the International Adventure Travel and Outdoor Sports Exhibition held in Chicago. (www.world-tourism.org/sustainable/IYE-Main-Menu.htm). 2. Advocator-WTO advocates lots of concepts and task forces to contribute to the development of tourism. For example, for the year 2002, WTO designated this year as the International Year of Ecotourism, and its Commission on Sustainable Development requested international agencies, governments and the private sector to undertake supportive activities. WTO and the United Nations Environment Program (UNEP) have joined forces in the preparation and co-ordination of some activities to be undertaken at the international level during the Year. The impact of it is that the members of WTO then would take this direction into their tourism activities and set their tourism goals based on this main objective (Yunis: 2003). 3. Policy Guider-WTO sets different policy for diverse purposes to regularly operate the activities in tourism industry. It then will influence the regulations set by the regional level organizations and activities would be followed by these policies. 4. Disseminator-WTO will send tourism related information to its membership. 5. Supporter-WTO services rendered to national tourism administrations, local authorities and the private sector in the development and promotion of tourism. These services and activities range from â€Å"technical assistance in the form of short and long term projects, organization of seminars and conferences, education and training courses as well as strategy issues at national and regional levels.† (www.world-tourism.org). New Zealand, not only as one of the WTO members but the country in the Asia and Pacific Rim which is one of the six areas divided by WTO, certainly will be influenced by the role acted by the both WTO and The Pacific Asia Travel Association (PATA) which is â€Å"a mixture of both governmental and non-governmental bodies that work together to further tourism industry professionalism in the Asia and Pacific region.† (Collier: 2003). That is because when a task or policy is declared by these international organizations, all tourism related activities and policies set by the governments in the range of national level would correspond with these tasks and policies. Obviously, National Tourism Organisations (NTO) and Regional Tourism Organisations (RTO) would process the tasks so as to cater to the goals and policies established by those international tourism organizations. Regional Tourism Organisations For the geographical scope of their interest in tourism, organizations could be subdivided into National, Regional and Local organizations. Regional Tourism Organisations on the national level are those with a general interest in tourism but only within a certain region of the country (Collier: 2003). As Collier (2003) explained that the role the RTO undertook was the mirror of the extent of government intervention in tourism, because RTOs always plays their roles in terms of government departments and government agencies. These roles are performed to be planning which involves â€Å"planning for the development and promotion of the country's tourism industry† (Collier: 2003), organizing to ensure the development process is in progress, development which involves some investment, financial, information items, promotion for the tourism events and control of ensuring the plans are â€Å"implemented s intended and achieve stated objectives† (Collier: 2003). For instance, the role of New Zealand Regional Tourism Organisations are taken as 1. The New Zealand Tourism Board. It makes plans to set out its aims, activities, ways to achieve these aims, the resources and materials used and tools to measure the effectiveness and efficiency. 2. The Ministry of Tourism. It tries to give some suggestions and strategies to the local government of New Zealand so as to ensure the government would deal with tourism matters properly. 3. Other government departments and agencies such as Ministry for the Environment and New Zealand Customs Service. (Collier: 2003). As the clear relationship and impacts between government activities and the roles of RTO, it seems that how the role acted by RTO is intensively linked with how the local governments produce and implement the plans including marketing, planning process and policy-making for tourism development respecting to the policy and events claimed by International Tourism Orgnisations (WTO and PATA) and National Tourism Organisations so that the benefit of tourism would be achieved and the negative results would be minimized. Plans for Sustainable Tourism In order to keep the pace with the direction of international tourism organization, all sectors must pay attention to the plan for sustainable tourism because what World Tourism Organisation said was that during and after implementation, tourism development must be planned and monitored to ensure that it was accomplishing the objectives and achieving the recommended policies according to Pearce (2000). Additionally, â€Å"Planning can articulate future visions and assess individual projects with approval given to those proposals consistent with policies and plans† Testoni (2001) said. Without plans or planning systems, the development of tourism is promiscuous and without sufficient consideration given to its interaction with other sectors and its possible impacts (Testoni: 2001). The impacts of unplanned tourism development will potentially result in three main consequences according to Mill (1990): 1. Physical Impacts. It will damage the physical environment and cultural landmarks and resources. Besides, it will cause overcrowding, traffic problems, congestion and pollution. 2. Human Impacts. The accessibility of tourism industry will be poor, for example, the parking places are limited. It will lead to the lack of education of tourism employees in skills. That is, no professional teacher and courses are planned to help these employees to gain knowledge of tourism. 3. Organisational Impacts. The strategy of the marketing goals is unclear so that the target market and market segment are processed ineffectively. Failure to act upon important issues, problems, and opportunities of common interest to the community. Therefore, the plan for tourism tasks should be implemented carefully and well organised by both public and private sectors. Firstly, let's take a look at the details and depth of the content of government functions and activities into tourism plan. Government Intervention in tourism developmental plans Collier (2003) elucidated that local government was the major player within the tourism industry and took the responsibilities to provide different kinds of services and facilities required by tourists. Moreover, Testoni (2001) set his viewpoint similarly that the main way of the government influences on tourism plan is â€Å"determining development applications consistent with zoned uses, which could also include environmental impact assessment and performance-based assessment, which considers the suitability of particular proposed developments in the area.† In detail, these activities of plans including: 1. Formulating policy. What Testoni (2001) said was that local government implement measures and decisions as well as providing national policy guidance. The specific event taken by the governments is they provide a baseline of data as a means by which they can test â€Å"whether local implementation of their policies and initiatives is possible and permit a basis for allowing new activities in an area† (Testoni: 2001). 2. Investment in tourism facilities. Local governments would state their plans of constructing major amenities thanks to the importance of high quality of amenities. As Collier explained that the relative quality and availability of amenities including infrastructure and superstructure might be the cause of the choice of destination of tourists. Government usually investing in the establishment of infrastructure, comprised of roads, electricity and water supplies, sewerage and waste disposal, communication facilities, airports and harbours, transportation networks, healthy care facilities and security systems (Mill: 1990), because the â€Å"development of infrastructure should precede the development of superstructure† (Collier: 2003). Besides, they try to strength the quality of tourism facilities so as to meet the needs of tourists. 3. Environmental management. Governments adopt a lots of measures to protect the local environment and prevent the pollution. 4. Promotion of the country or a certain region as a tourist destination and research. Advertisements, marketing methods such as marketing segment that is divide tourist into different areas of target markets, pricing tools, holding activities and events as attractions are various promotional tools used by government to develop a certain destination to attract consumers. For example, government would support an event of attraction as entertainment such as American Cup in New Zealand. 5. Training and educating the tourism employees. With the understanding of the significance of plans for tourism development and the degree of government intervention into the plans, the case of how New Zealand government reacts to the guidance of International Tourism Organisation would be specifically lucubrated. First of all, a main strategy that could maximize the benefit of tourism and minimize the negative impact would be decided. Tourism has been viewed as the main economic source of the GDP of a country. New Zealand governments are clearly conscious of the significant economic force of international tourism in external trade and view it as the export industry. Consequently, the governments begin to put emphasis on the financial and job creation benefits within this level of tourism development according to Simpson (2002). Besides, a special political power called â€Å"three-tier system of national, regional, and local government† is arranged to ensure that â€Å"New Zealand is developed and marketed as a competitive tourism destination to maximize the long-term benefits to New Zealand.† In addition, the appropriate responsibility allocations are made by the governments in order to make proper agencies in charge of their allocated tasks efficiently and effectively (Simpson: 2002). Thirdly, some tools are used to promote and carry out the activities by governments. In addition to the directly investment in infrastructure constructions such as road rehabilitation and control the pollution, New Zealand governments permit a regional council to promote the welfare of the host community according to Simpson (2002). Fourthly, specific policies are made to protect the local environment and culture. Because the development would increase the negative impacts on the local communities, for example, the increasing pollution and crime. However, the weaknesses of the government involvement in tourism development are also exposed. On one hand, government intervention may only particularly suit to only large projects, and is often reactive which means governments lack the experience and professional knowledge of dealing with some small but important aspects of the plans. This can be explained by the case of Canada tourism development. As Thibault & Frisby (1999) noted, in Canada tourism industries, more problem are arisen such as economic restraints, increasing demands for accountability and pressure for public involvement in the decision making process. Therefore, in order to meet these requirements, government officials have to develop new skills to contribute themselves effectively into tourism development plans. However, employees in government always contain different educational backgrounds, professional languages and values, which covered a wide range of subjects. That is, they cannot deal with specific tourism areas efficiently and effectively thanks to their lack of specific knowledge even low level of education of a certain area such as airline or accommodation sectors. What's more, a survey of Italy and Spain tourism industry pointed out the key problem that the lack of educational qualifications among the staff in public sector according to Marino (2001). Both Italian and Spanish public managers gain the least proportion of those who have the university education level. Meanwhile, there are a lot of public managers has low even no education level in Italian and Spanish public sectors. With the agreement of what Guest & Taylor (1999) said, leisure managers in local governments only took account of what is going on inside the organization, not outside. These entire viewpoints show the weakness of the operation in government planning process with the lack in human resource. On another hand, governments have no clear directions when they do the marketing for the tourism development plan. There exists a lot of problems. Local governments provide tourism related products and services might not actually meet the needs of consumers because they may not think what the tourists really want. It seems that the market planning of governments is not consumer-driven. Just as Guest & Taylor (1999) noted, local authorities appeared to know less about their customers, outside voting habits. Additionally, â€Å"poor marketing and understanding, no systematic attempts to identification of local needs turns to be the key problem of governments' plans† (Guest & Taylor: 1999). In short, governments can not make their efforts into every industries of tourism development because according to the definition of one-industry concept that tourism industry is â€Å"made up of various sectors or sub-industries such as accommodation, transportation, sales and leisure and the tourism products in nature and the experience perceived by tourists.† (Collier: 2003). It means that tourists will treat all these sectors and sub-industries as a whole industry although various tourism products and services are only portions of the total product. Upon that, every sector should make their roles in the tourism development properly and effectively. Since the shortcomings of government involvement in some aspects of tourism development and plans, those responsibilities may better be handled by private sectors. Secondly, let's see the roles of private sector organizations and their activities into tourism development. Private Sector Intervention in tourism developmental plans According to Collier (2003), private sector involvement in tourism development is mainly in the form of business organizations â€Å"aligned with a particular sector of the tourism industry†. As the Linking Concept pointed out organizations can be categorized as direct providers (i.e. transport operators, accommodation providers, attraction and activity operators, sales agents and ancillary service), support services (i.e. petroleum distribution companies, construction firms and etc.) or developmental organizations (i.e. finance institution and industry training organizations). (Collier: 2003). For the example of New Zealand private sector organizations, the support services organization is like Travel Agents Association of New Zealand and developmental organization is for instance, Hospitality Standards Institute which involves in chef training, housekeeping, portering skills and etc. (Collier: 2003). With these kinds of roles played by private sectors, it is obviously some responsibility would be taken by private sectors superiorly and strongly. Because, Firstly, compared with the lack of professional knowledge and skills of governmental level employees, private sectors would train and educate tourism employees more effectively and efficiently because every specific area of sub-industry will manipulate the training and education system to access to the employees and has expertise in a certain field of subject. For instance, as Roehl & Swerdlow (2001) elucidated, in western united states, accommodation industry in tourism carry out the vertical and horizontal job segregation approach to train employees for the gender problem. Analogously, as a private sector in tourism industry, New Zealand Industry Training Organisations specifically provide training and developing the skills and knowledge of tourism employees to ensure their qualifications. Secondly, private sectors have more experience in managing the marketing problems. They tend to know what consumers expected and need due to their well-arranged marketing tools and approaches. For example, individual sector, accommodation organizations could do the surveys to get the exact information about the requirements of their target market. In addition, private sectors would provide the personal products and services and do promotion events to cater the different kinds of tourists by market segmentation. They would construct the superstructures on the basis of the taste of the target consumers. Thirdly, in allusion to the neglect to details in tourism plans of governments, private sectors could concentrate themselves in doing the small projects obey the direction of international tourism organizations so that the objectives can be accomplished effectively and efficiently. According to Font (2002), the case of â€Å"Green Global†, the event of environmental certification of tourism and hospitality operations, is developed by the idea of â€Å"Ecotourism† of WTO. On the level of private sector, Tourism Industry Association of New Zealand singles out environmental management systems to protect the environment of the host country led by the Asia-Pacific tourism organizations. Above all, at realising the increasing need to focus on tourism, Jagmohan (2003) union minister for tourism, mentioned, it is imperative that not only the states but also the industry plays an active role to boost tourism. â€Å"Therefore, it is necessary as I have stated earlier, that the private sector has a key role to play in the growth of tourism both domestic and international,† asserted Jagmohan (2003). For the Canada case, Thibault & Frisby (1999) said that Canada local government need to rationalize government services under the consideration of privatization and decentralization so as to meet the increasing problems and challenges. It is because many research results revealed that local governments are becoming more and more relying on partnerships to acquire important resources, information and knowledge into tourism development Thibault & Frisby (1999). Similarly, the policy of Italy and Spain tourism development is trying to reduce government involvement in the public tourist sector (Marino: 2001). Conclusion As a matter of fact, in spite of the advantages existing in private sectors processing the tourism development plans, private sector also has problems in doing tourism plans. Thus, it seems that it may be better for the combination of contributions of both public and private sector in the sustainable tourism development. It is evident that the task to make more profit from the tourism and prevent the rot of the aspects created by the tourism development should be paid attention to not only by international and national level organizations but many private ownership organizations.
